Dengan sendirinya tidak diharapakan halaman-halaman situs blog ini menjadi kontroversi murahan, jadi bila terlalu cengeng atau sekedar menyinggung perasaan semata sebaiknya sih tidak. Tetapi bukan berarti situs ini tidak menghendaki untuk berbeda dengan pendapat orang banyak, atau yang populer, serta tunduk pada pendapat umum. Malah keinginannya adalah menjadi situs cerdas yang bisa menginspirasi, bahwa perbedaan memang ada tetapi bukan berarti itu adalah alasan untuk mempertajam perbedaan, pada akhirnya semua adalah ciptaan Yang Maha Esa, dan hanya padaNya penghakiman terakhir itu.

Prohibition and the Economists - Mises Institute

Penting membaca artikel ini untuk mengenali argumen ilmiah atas prohibition (pelarangan minuman keras/obat-obatan penyebab ketergantungan).  Khususnya dalam perspektif rational choice, kesimpulannya adalah bahwa pelarangan zat-zat penyebab ketergantungan merupakan tindakan yang mahal, inkonsisten, tidak lengkap, serta memiliki nilai terbatas.

This literature explores the question of rationality with respect to addiction and dangerous drugs. For the most part, it shares the common heritage of the Chicago tradition. Rationality is a crucial issue for both prohibition and economic theory in general. While this literature is in general agreement with Fernandez on the difficulty of making prohibition work, its conclusions are based on the rationality of the consumer rather than the lack of it. As a result, prohibition is found to be costly, inconsistent, incomplete, or of limited value.

ANTARA News :: PAN Usul Jumlah Parpol Peserta Pemilu Dikurangi

Penyederhanaan sistem kepartaian rasanya memang merupakan arah yang sudah tercantum dalam UU Partai Politik. Mekanisme penyaring yang digunakan adalah electoral threshold, yang membatasi keikutsertaan suatu partai politik dalam pemilu berdasarkan perolehan suara pemilu sebelumnya. Jumlah partai peserta pemilu tahun '99 memang 48 dan sudah menurun menjadi 24 pada pemilu '04.

Yang menjadi permasalahan adalah apakah kita akan menetapkan berapa sesungguhnya jumlah partai politik (peserta pemilu) yang ideal? Atau seperti yang diatur dalam UU Partai Politik saat ini, menetapkan batasan seperti electoral threshold untuk menyaring. Bila angka perolehan suara 15% digunakan maka secara teoritis hanya bisa ada 6 partai. UU Partai Politik yang belaku saat ini juga menetapkan electoral threshold 15% sebagai aturan, sedangkan angka yag berlaku saat ini 2%  merupakan 'aturan peralihan'.

PAN, melalui wakil-wakilnya di DPR-RI, siap mengusulkan kepada pemerintah untuk memperketat persyaratan bagi parpol yang akan mengikuti pemilu, sehingga yang lolos mengikuti Pemilu tahun 2009 jumlahnya semakin sedikit dengan visi dan misi yang jelas.

PAN pun akan mengusulkan agar parpol yang lolos sebagai kontestan pemilu adalah partai yang berhasil meraih 15 persen suara dari total jumlah kursi yang ada di DPR-RI dan bukan berdasarkan jumlah pemilih secara nasional.

Karenanya partai-partai yang tidak lolos seleksi perlu diminta membubarkan diri dan menyalurkan suaranya kepada parpol lain yang lolos seleksi serta tidak lagi berkoalisi dengan partai kecil untuk membentuk partai baru karena dampaknya terkesan hanya mengejar ego dan kepentingan sesaat.

Indonesia behind the learning curve By Bill Guerin JAKARTA - Indonesia is arguably Asia's least well-educated country, and the government is largely to blame. With 30% of its 242 million population school-aged, the world's largest Muslim country ranks lowest among its Asian neighbors in terms of public education expenditure. A minuscule 0.03% of the Indonesian workforce has earned a university degree, according to government statistics. Only 39% of 12-to-15-year-olds ever make it to secondary school. Addressing a major world conference this month on training and development in Kuala Lumpur, Telkom Indonesia chairman Tanri Abeng lamented that more than 80% of Indonesians have only a primary-school education. With a record 40 million people unemployed, the education system's failure means that Indonesia's pool of unskilled and increasingly unemployable labor is growing exponentially. That's bad economic and social news for a country that nearly a decade after the 1997-98 Asian financial crisis is still straining to recover from the economic adversity and displacement. Indonesia has in recent years witnessed a worrying process of de-industrialization, with massive foreign divestment in many of the export-oriented industries that drove the country's spectacular economic growth throughout the 1980s and into the 1990s. In 2003, foreign investors pulled US$597 million out of the country, according to a recent report by the United Nations Conference on Trade and Development (UNCTAD).

Kacaunya Sistem Hukum - Kacaunya sistem berpikir

 

Jember (ANTARA News) - Ketua Mahkamah Agung (MA) RI, Bagir Manan, menegaskan bahwa biaya perkara di Mahkamah Agung tidak bisa diaudit oleh Badan Pemeriksa Keuangan (BPK), karena bukan merupakan uang negara melainkan uang klien. "Kalau biaya perkara memang masuk ke kas negara, tetapi itu bukan uang negara," ungkap Bagir Manan, di Jember, Kamis. Menurut dia, saat ini ada kesalahan persepsi terhadap biaya perkara, seperti dalam kasus pidana tidak ada biaya perkara, karena ditanggung negara, sedang dalam kasus perdata menjadi tanggung jawab klien yang berperkara. Sebab menurutnya, dalam kasus perdata yang diperjuangkan adalah milik pribadi sehingga pihak yang berperkara wajib membayar biaya perkara tersebut.

Ini contoh paling karikatural tentang kekacauan negara ini. Terlepas dari logika hukum tetapi bagaimana membenarkan adanya lembaga negara yang berargumen bahwa karena pungutan yang dikenakan kepada mereka yang menerima pelayanan, adalah untuk kepentingan pribadi maka dana yang didapat dari pungutan itu tidak merupakan dana negara? Sederhananya dana tersebut diterima karena adanya wibawa dan kuasa negara yang digunakan untuk memberikan pelayanan kepada warga negara. Kalau ada bagian dari biaya pengadaan pelayanan tersebut yang dibebankan pada penerima layanan logikanya adalah bahwa ia termasuk dalam obyek keuangan negara, artinya ia termasuk uang negara.

Seandainya logika hukum ternyata membenarkan pimpinan negara, maka selanjutnya kita akan melihat pembenaran terhadap praktek pengamanan oleh aparat negara kepada warga dengan mengutip pungutan 'di luar uang negara'. Kita juga akan melihat RS mengutip biaya 'di luar uang negara'; sekolah negeri yang mengutip 'di luar uang negara'. Kalau selama ini seluruh praktek seperti itu berlangsung, maka sekarang semua bisa dengan terbuka dilakukan tanpa khawatir adanya sanksi hukum. Dalih yang diperlukan adalah membuktikan dalil bahwa pelayanan yang diberikan dan diterima adalah untuk kepentingan pribadi dan bukan kepentingan publik dan karena layanan memberi manfaat pribadi maka uang balas jasa merupakan hak pemberi layanan yang tidak merupakan obyek keuangan negara.

Pimpinan Lembaga Tinggi Negara berpikiran seperti pengusaha. Bahwa seseorang dengan pemikiran seperti ini bisa ini mencapai jabatan tinggi seperti ini, maka ini menggambarkan betapa pemikiran semacam ini tidak dirasa berlawanan dengan norma umum yang diterima.

Terimalah kenyataan bahwa negara kita ini adalah negara korporasi, negara yang bukan untuk kepentingan orang banyak tetapi untuk mereka yang bisa menggunakan kekuatan dan segala sumber daya (dan kelicikan) yang tersedia baginya untuk mendapat manfaat pribadi.

Pemilu 2009 memang sudah mulai

Menyambung berita sebelumnya (tentang PG) yang ini tentang PDIP. Kalau bila memang "persneling" politik telah memasuki pemilu maka sangat mungkin bahwa "mesin uang" partai-partai politik juga sudah bekerja penuh. Hal ini berarti kegiatan ekonomi mendapat beban tambahan, yang menjauhkan upaya penciptaan pertumbuhan, kesempatan kerja, amupun kesejahteraan.

Jakarta (ANTARA News) - Ketua Dewan Pertimbangan PDIP Taufik Kiemas di Jakarta, Minggu, mengatakan, kegiatan menemui masyarakat prasejahtera di Jakarta yang gencar dilakukannya sebulan terakhir adalah untuk memanaskan mesin politik menjelang Pemilu Presiden (pilpres) 2009.

"Kegiatan seperti ini rutin saya lakukan dua minggu sekali hingga menjelang pilpres 2009 mendatang," katanya usai melepas peserta "Marathon Perjuangan 10 Km" yang digelar DPD PDIP DKI Jakarta di Kecamatan Penjaringan, Jakarta Utara.

Menghadapi Pilpres 2009, kata suami mantan Presiden Megawati Soekarnoputri ini, PDIP harus bekerja keras di level bawah yang sebenarnya adalah potensi besar yang harus digarap partai berlambang banteng moncong putih ini.

"Yang belum siap adalah mesin organisasi di tingkat kelurahan dan kecamatan, jadi inilah yang harus digarap sehingga pada 2009 mesin politik PDIP sudah benar-benar siap," katanya.

Pemilu 2009 Sudah Mulai, masih seperti yang dulu

Golkar sudah mencanangkan tekad untuk mempertahankan kemenangan dan mengembalikan kejayaan, hal yang sudah menjadi keputusan DPP. Entah PG yang tidak memikirkan atau wartawan yang tidak mengcover, tidak terbaca apa garis perjuangan, platform politik, atau nilai idealisme yang akan diperjuangkan PG.

Tanpa kejelasan tentang "garis perjuangan" dan nilai-nilai yang diperjuangkan maka suatu partai menjadi partai yang sangat pragmatis.

Agung meminta para peserta rakor agar menyosialisasikan tekad Partai Golkar untuk mempertahankan kemenangan pada Pemilu 2009. Tekad tersebut, kata dia, sudah menjadi garis politik sesuai hasil keputusan rapat pimpinan (rapim) Golkar.

"Mempertahankan kemenangan pada 2009 sudah menjadi keputusan partai," katanya.

Namun, Wakil Ketua Umum Golkar yang juga Ketua DPR itu tidak merinci apakah yang ingin dimenangi Golkar pada 2009 hanya pemilu legislatif atau juga pemilu presiden (pilpres).

One last thing: the purpose of going to school is not to prepare for working but to prepare for living.

matter what career you pursue. However, there is much more to life than
work, so study what you love.

Teknologi militer masa depan

Habis baca artikel/berita di Kompas tadi tentang kondisi peralatan persenjataan TNI terus membaca artikel yang di kutip di bawah ini. Walah gimana juga membandingkannya. Tetapi yang jauh lebih penting adalah bahkan keunggulan teknologi seperti ini hanyalah subsistem dari sistem pertahanan yang lebih luas, bahwa bahkan dalam teori dasar ilmu pertahanan postur persenjataan ditentukan oleh antara lain oleh doktrin yang pada gilirannya merupakan fungsi dari persepsi ancaman.

Kemampuan untuk berpikir sistematis bahkan dalam bidang yang katanya merupakan ujung tombak modernisasi (kan memang ada model modernisasi yang melihat peran pengorganisasian tentara/pertahanan aebagai ujung tombak pengorganisasian modern masyarakat). Pokoknya ternyata organisasi pertahanan Indonesia (TNI + Dephan + juga parlemen dengan komisi terkaitnya + juga sektor sipil penunjangnya) ternyata tidak mampu menerapkan analisis yang komprehensif terhadap pengmabilan keputusan untuk dirinya.

The Future Combat Systems (FCS) initiative is a massive overhaul of military technology intended to prepare the U.S. Army for modern warfare. Current projections suggest that it will be the most expensive military project in U.S. history and will take decades to design and complete. Creating the hardware, software, networks and integration necessary to make FCS work is an incredibly complicated project.



The Army wants to dominate the full-spectrum battlefield – land, sea and air. To accomplish this, it will need several different types of units. The Army must also link its operations with that of the other military branches, and the militaries of other nations that might join them in a coalition operation.



FCS is a "system of systems," because it actually comprises 18 separate systems. Each system is a type of unit, such as an unmanned artillery vehicle, a manned tank or a command and control vehicle. FCS is also sometimes called "18+1+1," where the "+1"s represent the network and the soldier who will utilize the systems. If the Army were simply revamping their military hardware and designing 18 new combat and logistics units, that would be a major project by itself. Designing all 18 from the ground up with the architecture to link every unit makes FCS truly revolutionary.

When they are able to switch their blogs, members will see a link to the new version on their Blogger "dashboard," which is the service's management console. Those who want to try the new features out right away can create a new account at beta.blogger.com.

Chicago Orders ‘Big Box’ Stores to Raise Wage - New York Times: "After months of fevered lobbying and bitter debate, the Chicago City Council passed a groundbreaking ordinance yesterday requiring “big box” stores, like Wal-Mart and Home Depot, to pay a minimum wage of $10 an hour by 2010, along with at least $3 an hour worth of benefits."

Di negara biang Kapitalis US of A saja ternyata ada keinginan untuk menetapkan upah minimum. Dalam kasus yang diberitakan ini bahkan ada kelompok khusus("big box" stores termasuk Wall Mart dan Home Depot) yang dikenai aturan negara bagian (semacam Peraturan Daerah /Perda di Indonesia)yang mengikat.

Rencananya lahan itu akan dialihfungsikan menjadi sarana publik, seperti taman hijau kota, tempat jogging, dan futsal sekaligus sebagai lahan parkir.

Namun rencana itu ditentang keras oleh pengurus Persija dan warga sekitar karena rencana pengalihfungsian tersebut dianggap cacat hukum dan diduga mengandung kepentingan komersial di belakangnya.

Menurut salah satu pengurus Persija dari Komisi Pertandingan Persija Indonesia, Karsidiono, pihak Persija telah berdialog tentang pengalihfungsian stadion itu melalui pembuatan perjanjian antara Persija dengan Pemda DKI Jakarta yang ditandatangani oleh Kepala Biro Perlengkapan DKI Jakarta Dadang Riskandar.

Kenapa ini jadi menarik? Stadion menteng itu tidak jauh dari Cendana, lingkungannya sama sekali tidak kumuh, terkait di situ juga Persija yang tidak kurang bergengseinya di Indonesia, tetapi perkara peubahan peruntukan lahan ternyata kust begini. Tidak heran bahwa 'penertiban' lahan publik di lain tempat (yang stake-holdernya tidak sehebat lingkungan Menteng) urusan jadi kust dan tidak jelas. Sikap Pemda DKI yang bersikukuh pada legalitas memang contoh sikap (hampir) semua Pemda kala harus menghadapi persoalan serupa.

Kemampuan untuk melibatkan publik pada proses pengambilan keputusan memang sangat lemah, justru dilihat sebagai beban yang harus dipikul. Seorang kepala daerah, melihat pekerjaannya seakan kerja pribadi bukan sebagai pelayan masyarakat. Tidak jelas di mana pernah terjadi diskusi publik, atau perencanaan yang melibatkan publik dalam persoalan ini.

Mengalami bencana alam yang beruntun tulisan JDS (Jeffrey D. Sachs - director of the Earth Institute at Columbia University and of the U.N. Millennium Project.) menjadi sangat relevan untuk dipelajari oleh para pengamat dan pakar politik internasional Indonesia.

Pentingnya geopolitik bagi Indonesia dipelajari oleh semua mahasiswa yang pernah mendpat kuliah kewiraan (yang jadi mata kuliah wajib). Bagaimana untuk tidak sekedar berkutat pada posisi kunci antar dua benua dan dua samudra tetapi memahami juga pentingnya 'semangat jaman' seperti semakin pentingnnya memahami konsekuensi kegiatan ekonomi terhadap lingkungan.

Sudut pandang JDS yang berasal dari negara maju ini untuk aplikasinya di Indonesia tentu memerlukan adaptasi. Tidak membaca judul artikel ... ecological consequences of our economic activities misalnya harus dibaca sebagai ecological consequenses of their economic activities. Bukan meniadakan efek pelaku domestik, tetapi bahwa sebagai konsekuensi pemusatan modal (dan konsumsi) di negara maju maka umumnya aktifitas ekonomi kita lebih terpola mengikuti kepentingan negara maju.

Tetapi kembali menyadai bahwa ada keterkaitan erat antara proses politik dan ekonomi memang kunci untuk memahami politik.

Porn Browser Heatseek Launches (yeah, porn browser)

Heatseek is a pornography focused browser that quietly launched today. The point of this software is to make porn browsing more efficient and more secure. The browser is available on Windows machines only, and is built on top of Internet Explorer.

They’ve clearly thought this through. Every feature is aimed at either making porn consumption easier or making it less likely that others will know what you are up to. I’ll walk through some of the features first and save my editorial for the end.

On the security side: Credentials are needed just to open the browser. Downloaded files are encrypted and viewable only through Heatseek. They do their best to eliminate popups, spyware and viruses. Finally, they’ve even included a panic button to shut down the application immediately.

On the ease-of-consumption side: Downloading of images and videos is assumed, and can be accomplished with a single click. As mentioned above, these files are encrypted and can only be opened within Heatseek. Downloaded files can be organized in, well, playlists, and can be dragged and dropped to reorganize. They’ve included a bookmark feature that allows users to quickly jump to their “favorite” scene (see last screenshot below).

Heatseek is also guaranteeing that their software contains no spyware.

The basic version of Heatseek is free, with a premium version available for a one time fee of $20. The main feature of the premium version is that it allows the user to unencrypt downloaded files and move them directly to the hard drive for use in other browsers and media players. The premium version also allows users to access “special content”.

The Heatseek team is making significant efforts to remain anonymous, although there is at least one tie to another browser startup - the Mozilla-based media browser Songbird. Rob Lord, the founder of Songbird, is also a shareholder and board member of Heatseek.

A note to would-be users: Many employers (and spouses) install monitoring software on computers that Heatseek will not bypass.

Alternatif menyimpan foto di alam maya

Banyak cara untuk kita menyimpan (dan menampilkan) foto di alam maya. Beberapa posting terdahulu memanfaatkan picasa untuk langsung membuat posting, penyimpanan foto dilakukan oleh picasa, yang masih satu grup dengan google dan blogger sendiri. Kesulitannya adalah kita tidak bisa menggunakan foto yang sama untuk posting yang lain, atau pun menempatkan foto yang sama di posting yang lain. RedOrbit - Science - Ethanol Dazzles Wall Street, White House: "Inside the ethanol plant, corn is ground and mixed with water to make mash. It is heated and mixed with enzymes to convert starch into sugar and fermented with yeast to make alcohol - just like making moonshine. Hanging in the air around the 500,000-gallon fermenting tanks is the smell of sweet, white wine.

The mixture is kept just below 90 degrees Fahrenheit. Yeast seem happier below that temperature, general manager Owen Shunkwiler hollers over the hum. Shunkwiler works for South Dakota-based Broin Companies, which invested in Tall Corn and is responsible for its operations.

After fermentation, the mixture is boiled to remove water, then dehydrated to boost the alcohol content. Before leaving the plant, a denaturant, or poison, is added to make the alcohol unfit for drinking. Then the ethanol is ready for shipping to fuel storage terminals that will blend it with gasoline as it goes into trucks for distribution to gas stations.

Also yielded in the process is livestock feed. Corn kernels minus the starch are left over - think South Beach for cows. Every 56-pound bushel makes about 17.4 pounds of grain feed, according to the Agriculture Department.

It is a well-established fact that US intelligence and state agencies have penetrated civil and political society directly or via intermediary organizations, foundations and other ostensibly private groups.

Penetration involves funding, influence, control and setting political agendas that serve US imperial state and business interests and is largely directed at destabilizing or pressuring regimes and securing their acquiescence with US policies. As the final, and oft used sanction, penetration broadens its scope to overthrowing regimes and putting in power obedient clients .

In the post-Communist, post-nationalist world barriers to US penetration has been drastically reduced while Washington has vastly expanded its activities in penetrating and controlling regimes and opposition via what are called “civil society” movements. From as early as the mid 1960s the US state, its intelligence and overseas “aid” institutions were deeply involved in influencing electoral processes and financing client organizations, particularly in Latin America, whenever one of the contending parties ran on a nationalist or socialist program. A well-documented case in point was the Chilean elections of 1964, where the CIA poured millions into the election campaign of Christian Democrat Eduardo Frei in order to defeat the Socialist Salvador Allende. Earlier, in the 1940s, large-scale US penetration of the Italian and French political system took place to promote the electoral victories of anti-Communist candidates.

Mencoba Posting dengan Performancing

Performancing yang tersedia sebagai extension bagi FireFox kelihatannya sangat mudah penggunaannya. Seperti misalnya posting ini. Karena merupakan extention maka ia tidak terpisah dari FIreFox, mengandaikan kita punya sambungan internet tanpa batas waktu (misalnya lewat Kabelvision) hal ini memang menjadi sangat sedehana.

Posting ini merupakan percobaan untuk menggunakannya. Ingin tahu saja bagaimana keterkaitannya dengan halaman web yang tertempel saat membuat posting.

Ini sangat berguna untuk mereka yang memiliki sambungan terus menerus ke internet dan bekerja banyak mengolah berbagai informasi yang ada di internet. Dengan 'mencatat' informasi dari internet, tidak saja link tetapi juga informasi itu sendiri mungkin akan bisa meningkatkan produktifitas kerja.
